Underwater Spectator Olympic Pool

Doodling with my bamboo pen.  Why nobody ever thought of building an underwater spectator olympic pool to watch swim races?  As swimmers we all know, all the power pulls, kicks, streamlining are executed in the water, anything above water is just recovery.
